A Civil Society Group, Legal Brains Trust Limited has dragged the twoformer ministers Syda Bbumba and Prof. Khiddu Makubuya to court, asking court to bar the duo from occupying any public office for a period of five years.
The tworesigned from office last week after being implicated by the Parliamentary Public Accounts Committee in the questionable approval of 142 billion shillings paid to Hassan Basajjabalaba, as compensation following cancellation of contracts to manage three city markets.
The director of the Legal Brains Trust Mathew Kakooza, also an advocate of the High Court says they want all those implicated in the scam ordered to compensate Ugandans for the loss caused by their actions.
The group wants an order against Basajjabalaba to refund 994million shillings to the consolidated fund and an injunction permanently restraining Bank of Uganda and KCCA from authorizing loans or any payments to HABA group of companies without the approval of parliament.
The organization accuses Bank of Uganda through its governor Tumusiime Mutebire and the two former ministers of approving the payment of the said monies illegally.
