The government of Uganda is set to automate its human resource management and payroll systems across central government and local government bodies.

The government has under its Public Service Reform Programme (PSRP) contracted FreeBalance, a global provider of software services to provide an Integrated Personnel and Payroll System (IPPS) to the Republic of Uganda.

The new system is expected to improve the management of the public sector workforce and enhancing payroll and pension control.

According to a strategy document from the government, the IPPS is expected to manage a civil service workforce of 391,635 employees in nearly 200 sites, including all central government ministries, agencies, departments and local governments.

The FreeBalance is expected to provide the IPPS project as a fully integrated web-based human resource information management and payroll system designed exclusively for government.

The government strategy document says t the implementation of the IPPS will be undertaken in five phases starting in 2010. The objective of the Public Service Reform Programme (PSRP) is to improve the efficiency and effectiveness of the public service in Uganda.
