The Inspector General of Police, Maj. Gen. Kale Kayihura has said the proliferation in small arms is the leading cause of economic collapse in most African countries.
Kayihura says access to small arms in African societies is one of the causes of civil unrest in Africa which in turns affects economic activities.
Maj. Gen. Kayihura says the political unrest in Somalia and DR Congo among other African countries is a result of proliferation of fire arms.
He says the Karimajongo people raid their neighbors because of the presence of small arms in their society. He says firearms within the hands of criminals’ ends up killing and robbing people while at the same time causing instability.
Kayihura says only licensed civilians should be allowed to have guns in order to stop the bad effects of small arms in the illegal possession of people.
He says in Uganda its Uganda police which is responsible for the control and licensing of firearms in civilian hands and those owned by private security companies.
