Uganda’s human rights activists have warned the central government that the anti Homosexuality bill before Parliament will hinder the fight against HIV/Aids. They have asked the government not to pass the bill in its current form.
The Executive Director of the National Guidance and Empowerment Network of people living with HIV/Aids in Uganda, Maj. Rubaramira Ruranga says about 15% of the spread of HIV/Aids are as a result of activities of homosexuality.
Ruranga says the National Guidance and Empowerment Network of people living with HIV/Aids in Uganda wants Uganda to educate homosexuals than criminalizing their activities.
He asks the government to do more studies on the clauses of the bill before it becomes law. Ruranga says there cases where the parliament of Uganda passes laws which are hard to implement.
Major Ruranga says the bill is problematic because it undermines freedom of expression, speech and association with homosexuals.
The Homosexuality bill which has been criticised by sections of Uganda was tabled before Parliament by the Member of Parliament for Ndorwa West, David Bahati.
