The victims of the Lords Resistance Army insurgency northern and eastern Uganda must be compensated by the government before total peace can return to these areas.
The Chairperson of the Amnesty Commission, Justice Peter Onega says peace talks and giving amnesty to former rebels are just some parts of the solutions needed to ensure total return of peace in war affected areas.
He was speaking yesterday during the hand over of resettlement items to former rebel combatants who were with the LRA and the Allied Democratic Forces. Over 4, 000 former rebels received their resettlement packages this week after signing the amnesty certificates in which they denounced rebellion.
Onega said over 25,000 former combatants have given p rebellion and received amnesty since the Amensty Commission was established.
Justice Onega says the resettlement package is aimed at helping the returnees to start a new life in the communities where they lived before joining rebellion.
He says for the returnees to enjoy life in the communities, the victims of their rebellion need to be compensated so that the locals don’t feel like the government is rewarding people who went into rebellion.
Onega says the victims should be compensated in one way or another for the physical and emotional losses encoutered during the rebellion to help them feel a sense of justice which is necessary for real peace to thrive.
